create a Second Account then move users from Account A to Account B

Would it be at all possible to create Account B then move users from Account A (original account) to Account B?

Or how would we create a way while in account to only view certain types of accounts or not view said type accounts while on the Account tab?

Yes, you can use "Mass Update", if option is not available in the List view, go to Admin > Entity > Account > Layout > Search/Mass Update).

You can also add in Bottom Layouts or "Multi Entity". Here some screenshot for your reference.
