Create one task if user has 3+ open opportunities: 'Review open opportunities

like if the assigned user has 3 open opportunities. system need to create a task that name: Review that opportunities description: you have 3 open opportunities. only one collective task. can this is possible.

Thank rabii for the reply, can we try this with BPM as I've advance pack, I've tired that but I felt it is complex and need some logic and also about the hooks any requirements that we need to have ?
