can you create an Administrator account
that has the ability to see all the users tasks and meetings and such on his dashboard?

of course, when you create a new user, choose type admin. this will set the new user as administrator.

If you want tasks of specific users you need to create reports with specific filters and then in your dashboard add those reports as dashlets.
