Error after upgrade from 6.1.10 to 7.0.10 - IIS

We've been running Espo on an IIS setup. We've upgraded to 7.0.10 on a test instance and that now just gives the 'You need to configure your webserver in order to being able to run EspoCRM. After that refresh the page.' screen. The upgrade was done using the command line.

We have URL rewrite installed in IIS and a web.config in place, and I can see that IIS is picking up the configuration from web.config (attached)
