Is it possible to give a regular user the right to add users?

I've tried anything in settings, but I've found only the way to make a user Admin (instead of regular).
I didn't want to give him ALL Administration rights.

you mean it's possible if I use a custom entity instead of the entity users for login? (I've the advanced Pack)

You can create a custom entities which then with a workflow it will create new users or you can apply this logic to the contacts entity.
