set workflow in portal rules

Hey guys. I know this is a long shot, but is it possible to let a portal user create workflows directed to the Account entity?

Only Admin Users can create workflows. Providing such an opportunity for a Regular User, or even more so for a Portal User, is very risky, so such an opportunity is unlikely to appear.
