Time format stuck in 24hr time with HH:mm chosen, want 12hr time!

How do I force the system to display 12hr time? I did a search across the forums and everyone keeps saying to choose HH:mm, but that is the default for version 7xx. How do I change it to display 12hr time for tasks, calls, meetings, calendar display, both reading and creating?

Ok, it appears from further digging, that for the user, HH:mm A works fine. But for the administration/settings, it needs to be HH:mma to show 12hr time.
