Mention notification email not send out to the user

recently I find out the mention notification email did not send out to the mention user, other email notification no problem but only mention.

Also, you have to enable 'Send email notifications about mentions in posts' (Administration -> Notifications -> Email Notifications).

Email notification about mention is already enable, and I use admin account with all assignment permission, I tried to mention a user but he did not receive the notification of mention.

Question, can you mention yourself? And can you receive @mention from other user?
