Hi Ryan,
To solve your issue I used the Workflows feature and created the Workflow with the Target Entity 'Lead', Trigger type 'After record created', Actions > Execute Formula Script.
After you create a Lead with an email address, added formula from the Workflow will help you to find the existing Lead with the same email address and then add the needed Assigned User to the new Lead.
I attached the screenshots with the Workflow and explaining the Formula.

May I know is it possible to assign the lead to same team member if the email was found in previous record? If yes, then how to make it happen?
