All our employees are in teams and therefore have a team role. Some employees have more rights due to other roles.
Is it better in these roles for more rights to set the unused rights group to "inactive" or better to "not set"?

Hi Peter,

If you have ACL Strict Mode enabled (at Administration > Settings) you can leave them Not-Set. Users won't have an access.

If no ACL Strict Mode, then Not-Set will mean 'Allow access' for the most of scopes.
