In the status field in the Cases module, the status "closed" should only be possible if there is a content in another field.
I haven't found a solution, not even in your demo.
Is it a bug?

I think that it is not a bug. Everything works fine. Your logic makes only "Closed" status visible in the list when the condition is satisfied. To make a "Closed" status not visible in the list when another field is empty you should add another condition like on the picture. It says "Closed" is visible while field "Test" is not empty & all another are visible while field "Test" is empty.

I have just come to this conclusion after several tests.
Just setting a condition is not enough.
