you can define dashboard to an individual user next way: YOUR USER --> Preferences --> Customize Dashboard Layout.
To avoid any customization by a user in the dashboard you can only restrict their access to some entity. For example, if you do not give permission to the Opportunity entity, this user will not have the ability to create a Sales Pipeline dashboard or any else linked to the Opportunity entity.

I would like to know if it is possible to assign a default dashboard to an individual user or a team?

For example, if I had the following dashboards defined in the Administration section:

- Sales
- Development
- Production

Each of these dashboards will contain information specific to a "team" or department but someone who is in the "Sales" team wouldn't want to see the "Development" dashboard.

Also, can a user be prevented from creating their own dashboard - thus the dashboard is created in the Administration page.
