Cannot change language from German to English

Hello,
i have the following issue:
I connot change the language from German to englich. In Administration, Settings i choose english but ESPO still displays everything in German.
I cleared backend cache and the computer cache ( F5) and the problem persists.
What am i doing wrong or do i have to manually translate alle fields and texts?

I tested that once, and I had the effect.
After a "rebuild" in the administration area and deleting the browser cache it worked.

It's an old posting but I had the same problem and what I found is that you need to change the language preference at the user level in order to effect the change.

Here's is how I did it:

Sign in as the target user, go to the dropdown menu in the right top corner (the 3 dots), click "Preferences" and then set the desired language.

By changing the application settings language you only affect the "default" language option for new users.
