User with role cant assign task to other user

Hello,

i have assigned a role with "User Permission" with ALL and "Assignment Permission" with ALL to a role, and assigned that role to a user.
Now these user cant select any other user for example to a task via "Assigned User" cause the selection list contains only himself?

Also the selection list contains only himself if i put him into a team.

I cannot find my mistake, any advise?
