              you can run this workflow even each minute, but if in report there are no records, nothing happen.

                you don't understand i need condition option in scheduled trigger type.like after record saved there is a condition and action option.but in scheduled there only action option.

                  There is no conditions. Use a report instead of conditions or use action 'Trigger another workflow rule' that will run a sequential workflow that can have conditions.
