Send email when Documents/Attachments uploaded to Account

Having trouble trying to figure this out, any help would be appreciated.
We want to send an email when Documents/Attachments are uploaded to an Account to a certain email address

After save hook. If you means attachments in steam - you need to create a hook for Note entity.
