Mentions Not Working

I am not able to get @mentions working the way I think it supposed to. I do have an Administrator user and it is seems fine. But none of the other users can @mention eachother, however they can mention themselves. I did confirm and the Mention permission is set to "All"

In the attached pictures , the first shows the admin user (who can @mention anyone), and the second shows John Doe (a test user) who can @mention themselves. The final picture shows the Mention permission.

What I am I missing?

Most likely, users who can only tag themselves have Read permission for the User entity "own". Give them at least "team" permission, and have someone else in their Team besides this user.
