you can create roles with permissions. There is only one admin possible. The permissions you can configure in Administrator->Roles and the attch to the user.

In reality, you can have multiple admin users in your system, where the first admin can create another admin user via UI user creation or change the user type to admin.

that`s right, I missed that (when I started years ago, I believe it was not possible).
