Select modal: how to customize filter?

I got an one-to-one right relartionship between entities Person (left) and Ort (right). I edit entity Person and try to choose Ort (i. e. town) from select modal.
As a default, select modal shows a filter "Person - is empty". Result is "No Data". Person, in this case, does not make any sense at all as I want to select a town from the list. I can cancel this filter and then get the awaited list, which is cumbersome.
Where can I change/delete this default filter?

It is how it works based on relationship you have set up. maybe you should reconsider the relationship. alternatively just remove the filter and list will be refreshed with data.
