recalculate formula in actions menu is missing

I see in updated installations, that the menu item "recalculate formula" is not present. As admin, it is still there, but for user with edit privileges it is gone.

On which version did Regular User have the ability to recalculate formula?
In my opinion, this option is possible only for the User with the Admin role.

seems to be a wrong memory from my side. Yes, regular user has no right to recalculate.
