Disable inapp notifications?

Is it possible to disable inapp (the bell icon top right corner) notifications entirely?
The only notifications I want the system to send are via email!
I have too many users relying on the popup notifications and missing things constantly.

I been wanting to disable Email notification for years now. No method yet.

I’m in the same situation. In my case, my company works with opportunities assigned to clients/sales reps. The sales reps keep looking at all of their colleagues’ activities to find opportunities to work with the same companies, and this has caused a huge problem. I’ve tried every possible solution, including hiding the notification bell, but nothing has been effective.
Please consider adding the option to configure in the rules whether users can see certain types of notifications based on team, self, or none.

In rules users permissions are nothing:

All activities of users are showed for all users:
We need to disable notifications of our system.
