Dashlet list permissions, settings for users

Please let me know if it is possible to set permissions for users so that not the entire list of functions is available?

There's no such ability via the UI. Note that if a user doesn't have access to e.g. Leads, they won't be able to add the My Leads dashlet.

Maybe there is some functionality that will allow the user to disable or hide adding dashlets?

You can lock the dashboard from "Edit Dashboard"

There is a need to lock it so that the basic user cannot unlock it.
