layout sets not work

I have tried to create a layout set for cases.
case.list
case.search filter
the layoutset has no effect. Functions will not be effective with the corresponding team. The default settings are used.
our ESPO version 5.9.3
your onlinedemo 6.0.8 (emma, Team t1)
the same effect.
