Enum-field control not work

The Logic has no effect. All options are always selectable. Version 4.4.1

Did you clear local cache?
Are rules mutually exclusive?

Of course we clear the cache.
The field has 8 options.
Rule 1 controls 4 options.
Rule 2 controls another one option.
Three options have no rule.

Few rules don't merge options
Rules have to mutually exclusive for avoiding problems
