Cannot Edit User Fields After Adding Tab Break in Layout Manager

If you apply tab breaks to the User entity, you won't be able to edit content in other tabs (e.g., changing the password). I've confirmed that this issue still exists by installing a clean version of 9.1.3.

Steps to reproduce:

1. Navigate to Administration → Layout Manager → Users → Detail
2. Add a Panel
3. Edit the Panel
4. Check Tab-Break
5. Save
6. Try to edit any User
