Email Sending Error After Upgrade to Version 4.8.4

After upgrading to Version 4.8.4, emails can’t be sent any longer.

I’ getting a Error 500: Could not open socket.

fsockopen is enabled and everything worked fine before the upgrades. I didn’t make any PHP changes during the upgrading process.

How to fix this? :-)

Try to finish upgrade process to the newest version. After try to reconnect to smtp server
