error 412

I get error 412 when trying to migrate from vtiger uploading the csv. I have tried different settings, cleaning the list, researching a general server error 412 finding only that a precondition failed. Server logs reveal this error "[Thu Feb 20 22:58:39 2025] [error] AH00646: Error writing to |/services/apache/bin/logsend 127.0.0.1" thought maybe permissions and began checking, they all appear to be set correctly. Any direction?

It's something on the webserver level. We don't throw 412 on the application level. Maybe the webserver disallows the file.
