Update CLI on local WAMP failed

Hi. I Tried this: php command.php upgrade

Getting this:
Could not get info about next version.
Error: Upgrade server is currently unavailable. Please try again later.

Can anyone please help?

Sorry. Here is the solution: Download upgrade package und upgrade with terminal php command.php upgrade -y --file="C:\Users\peter\Downloads\EspoCRM-upgrade-7.3.4-to-7.4.6.zip". Worked very fine.

If it can't connect, my only guess is that because there is no internet connection or Firewall blocking it.
