Layout Manager does not offer contacts field in account

Hi,
If I create a new account (company) I would like to enter a new contact ( or relate an existing contact) to the new entry. I thougt, I can add the contact field within the layout manager, but it does not offer the contact filed although the account has a relation to the entity contact ...
what are the rules for that , how can I acompish this ?

This works the following way:

1. create an account
2. create a new contact, there you will have the field for account
3. Choose there your created account
4. If a contact for that account exists, the contact now will be displayed in the bottom panel for contacts. As long as there is no contact, even the panel will not appear.
