Possible bug: createCase in services/inboundEmail don't create case

if the email subject matches preg_match('/\[#([0-9]+)[^0-9]*\]/', $email->get('name'), $m) and we don't have case with id $m[1] new case don't created.
I suppose it is more correct to create new case.
