Problem with adding followers to meetings

Hello,
I turn on Stream on Meetings entity.
I add attendees User to meetings.
Now i would like to attendees User add to Followers so I create attached workflow but it doesn't work.
It is a bug? Or I doing something wrong?

I tested and it worked.

Users need to have access to the Stream of the record to be able to follow.
