Not only admin user is mighty to do that. Regular user also. But it requires a Role permission to Edit the target entity records https://docs.espocrm.com/administrat...es-management/

Hello, I already updated the user rules and even then there is no option to print pdf

In my case it works. Please check also whether you granted your user with the permissions for the Templates entity.
