Layout condition for user based on county

My goal:
I would like to set up a sales user who can only see / edit leads IF the lead is based in a specific country.

I tried already multiple things such as the layout manager, layout set for teams and so on, but unfortunately without success.
I'm sure there is a way to solve my problem, may you help me find it?
