Campaign module functionality

I have created Campaign and in it there are a few Mass Emails dedicated to different target groups and timing.
My question is does Campaign must have a target list to work or it's enough that Mass Emails have it?

As far as I am aware of the Mass Emails uses recipients from its own Target List.
Campaign Target List parameter needs if you want to sync EspoCRM Campaign Target List with a MailChimp Audience.
