Assigning a task by one user to another.

Hello everybody,

Please, help to find a way to run a thing, which looks as simple, as natural.

User1 creates Task and assigns it to User2.
Both users belong to one group.
Both users watch (and can edit) this Task, and cannot see other tasks, where other users of the group are creators or assigners.

So what is the way to get it done?
