Type @username to mention user in the post did't work

Hi. Users can't mention others users in their post. Only User Admin can mention to others. Why This? My setup is not correct? Pls, See photo attached. Thks

Do you have Users scope enabled in the role? At the bottom, not visible on the screenshot.
