The error 403 is an access restriction error. Could you provide more details to let us understand what could cause this error?
1. Do you try to import under the Admin user?
2. Do you try to import under the non-admin user? If yes, please provide the role/s that assigned to this user.

tranthanhphuong Check the roles and permissions for the user as which you are importing. If you are importing with "Create", then the user will need create access for the entity you are importing and any related entities for that entity. If you are importing with "Update", then the user will need edit access to the entity.Comment
