New user need to follow ALL contacts... new and existing.

I have added a new user and set the Global Follow option, however our existing 2000 contacts are not being followed. I have tried to do a search for all contacts and then Select All but the Follow Action is not there after Select All. Is there a way to allow a user to follow all existing contacts?
