Limit Kanban Status

I would like to know if it is possible to restrict some of the Kanban options until somebody have filled in a related field.

Scenario - I have a number of text fields on a form and I do not want the user to be able to move the status of the activity to 'Cancelled' or 'Done' or 'Completed' until certain text fields have been filled in. But they can move between the other status options at all times.

I must be able to have the option to leave the fields empty until the process has been completed as they may be filled in by users on an ad-hoc basis.
