Create new user (other than admin account)

How do i make a moderator role whom is allowed to create new user?

Hello.
Only administrator has such opportunity. If you want to give such access to one more user you have to change in detail view of a user "type" field from "regular" on "admin". Note, after this changes this user will have the same access as admin (create/read/edit/delete any records)
