Set eMail formatting & create signature

Hello everybody,

I would like to change the default font size from 14 to 12 and the line spacing from 1.4 to 1.0.
This should be stored permanently and for all users, where can I change this in general?

Also I would like to specify the signature for all users, so that the signature is composed of two parts,
once the fixed values / formatting of me and then from first and last name of the user.
Where can I adjust this or is it possible at all?
