Can I mark a contact as a lead?

I know how to create a lead, but preferably, I would like to be able to go into a contact, and mark them as a lead, similar to how we blacklist customers.
Is this possible?
I would also like to create a target list from leads, if this can be done.

1 - not supported. But you can add a status field for example. After develop filters for these statuses
2 - not supported as well. Only with development
