Why do you need importing of Target List if you could import only name an assigned user (and id, if you need it), but without relation to targets?
To make entity importable, add in custom/Espo/Custom/Resources/metadata/scopes/{EntityName}.json {"importable": true} and Clear Cache in Administartion
