Role settings to send post to all internal users

Hi everyone,

I have just created a new role assignment for a special level of users with custom accesses.

I want those users to my able to send post to any specific user or to all internal users but only "to myself" is available on the selection box.

What is the access that needs to be granted under roles to have the full list selection?

could these users assign other entity to other users?
Because for making this you need to set 'no' in Assignment Permission.
