How to rebuild espo by command ?
Will user data lost if rebuild ?

You can do it in Administration panel, you can run in cli
<espo_path> php rebuild.php

No, data won't lost

And we run already php rebuild.php but it's still get same error.

What is in log?
you can try to remove this folder manually data/cache/application
