Report Export Question

Why does the Get csv option from Reports produce an excel file that looks like this? I used a budget field I have as an example of the way all the fields export instead of a typical Excel File

You can change export delimiter in crm, you can select other delimiter in csv file
By default in system it is ';', set ',' if you want (in Preferences)

I have it set to , but is still not working. Is there more than one place that it has to be set to , (comma) ?

in data/config.php exists global settings (exportDelimiter)

But that merely has to be set in the admin preferences doesn't it? Or does something else have to happen?
