ACL role issue

I createed a role, and add a non-admin user to it, and set the deletion option 'no'. But still I found the remove option from listing and detail page.

The option isn't removed. Just gets 403 error, if action is forbidden (the user still can delete created records, which weren't reassigned to other user)
