Missing Button: External Accounts

We've installed the Advanced Pack to take advantage of the Google Sync.

However, it seems that the button to add the external (Google) account is missing for all but one user (the one who installed Advanced Pack).

Users who lack this button have a certain role assigned, which was granted access for "External Accounts". However, this button is still missing.

Please see the attached screenshots, any hints much appreciated.

This button is available only if user has access to External Account and only in the own Profile. (even Admin can't see this button in the profile of other user)
