Workflow help - about checking the teams

I am now making a workflow for checking the teams of the EntityA with the teams of the assigned user.

If the teams of the EntityA contains teams of the assignedUser, then do something. I find that the workflow never fired even if teams of the EntityA = teams of the assignedUser

below is the detail of the workflow

Target Entity:
EntityA

Condition
All (All must be met):
Teams
has field Assigned User.Teams

Actions
set field to be a value
