Non-Admin User cannot create customer accounts

Non-Admin User cannot create customer accounts

User clicks on New Account button. New Account page appears. User completes the field but when they save the account a 403 error appears at top of web page and no account is saved. What can I do to fix this problem?

Check the user's access to his profile, can he create an account record?
